**Answer:** Plan exit from day one. The 2025 Digital Health Regulations say a health data controller that stops dealing with health data must ensure its digital health solution archives all health data in the County Health Data Bank, and must keep and submit records of the archiving. When changing vendors, require a complete export in standard formats, verified migration, and certified deletion by the old vendor. Agree these terms in the contract before signing, and involve your DPO.
