# Should billing staff be able to see clinical notes?

**Answer:** Generally no. Billing staff usually need appointment dates, service codes, payer details and amounts, not session content. The Data Protection Act requires data minimisation, and health data is sensitive personal data. Set role-based access so finance users see the billing record only, and log access. Where a payer needs clinical documents, such as SHA claim attachments, limit who can attach and view them. Train finance staff on confidentiality and include it in their employment contracts.
