**Answer:** Within Kenya, registration and licensing are national, so county boundaries do not change licensing. Telemedicine providers must be qualified, registered and licensed in Kenya and use certified platforms under the 2025 Digital Health regulations. For clients abroad, the other country's licensing and data laws may apply, and cross-border transfers of health data must meet Data Protection Act requirements. Record the client's location each session and check the destination country's rules first.
